The environment commissioner Stavros Dimas said that the main objective was to reduce the need for animal tests and promote alternative methods. The commission also maintained that it wanted to improve the situation of animals, which still had to be used in tests, particularly breeding, housing and the experiments themselves by introducing compulsory ethical evaluation of test projects. The Commission hoped to curtail the animal usage by restricting animal tests to vital research programs on severe global diseases.
