According to Scrip World Pharmaceutical News, the new law is aimed at stimulating R&D by creating – an agency for financing, evaluating and prospecting; public research bodies; and a centre for technical and industrial development. All the three will be independent entities but will be accountable to the central government.
The new law will tackle the challenges in Spain concerning science, technology and business: modernizing R&D structures, simplifying R&D policies, eliminating barriers to developing R&D, and improving co-ordination and collaboration between central government and autonomous regions.
The law is also expected to modify the subsidies law to simplify the procedures for processing and justifying financial assistance. The other prominent laws like the immigration law and the incompatibility law will also be altered to suit Spain’s immediate requirements. The new Science Law will focus on the bottlenecks hampering R&D and help further research by improving the regulatory framework.
